Rachel ENG heads the Firm's Capital Markets & Corporate Department that comprises 6 practice groups: Asset Management & Funds; Banking & Finance; Corporate/Mergers & Acquisitions; Corporate Real Estate; Debt Capital Markets; Equity Capital Markets. She is involved in the initial public offerings, including Regulation S and Rule I44A offerings, by companies listed on the Singapore Exchange. She also heads the Firm's Real Estate Investment Trusts ("REITs") practice and is actively involved in offerings of REITs and business trusts.
Rachel has been involved in the following initial public offerings on the Singapore Exchange. Parkway Life REIT, the second REIT in Singapore with health-care assets; Ascendas India Trust, Singapore's first listed Indian property trust; Chemoil Energy Limited, one of the largest and leading integrated physical suppliers of marine fuel products globally; CapitaRetail China Trust, the first pure-play China retail REIT in Singapore; Ascott Resident Trust, the first Pan-Asian serviced residence REIT; Saizen Real Estate Investment Trust, the first Singapore REIT with purely Japanese regional residential properties.
In the area of debt capital markets, Rachel recently acted for CapitaLand Limited in the issue of S$1.3 billion 3.125 per cent convertible bonds due 2018 which is the largest convertible issuance in Singapore in 2008 to date and S$1 billion 2.95 per cent convertible bonds due 2022 which is the largest convertible bonds issuance in Singapore in 2007.
Rachel graduated from the National University of Singapore and was awarded the Aw Boon Haw and Aw Boon Par Memorial Prize for the Best Student at the Postgraduate Law Course in Singapore. She was admitted to the Singapore Bar and to the Roll of Solicitors of England and Wales. Rachel also holds a Certified Diploma in Accounting and Finance from the Chartered Association of Certified Accountants (UK).
Rachel is a member of the Corporate Practice Committee of the Law Society of Singapore.
Rachel authored the Singapore Chapter in IFLR 1000 (The Guide to the World’s Leading Financial Law Firms) 2007 and 2008 editions.
Rachel is recommended as a leading lawyer by independent publications such as Chambers Global (The World’s Leading Lawyers) 2008; Chambers Asia (Asia's Leading Lawyers) 2008; IFLR 1000 (The Guide to the World’s Leading Financial Law Firms) 2008; and PLC Cross-border Handbooks - Capital Markets: Debt and Equity since 2006. She is recommended by Who’s Who Legal - Singapore 2008 for her “proficiency in equity capital markets and the REITs sector.”
